Deployed harbor and migrated rucio images across.

Finished migrating proxy and tested.
Review Manu's developer docs and restructured.
Amending/running scripts for proxy machine ansible migration.
Adding docker-compose to storm-webdav repo.
Configured dnsmasq on machine with ansible.
Created bastion ansible script.
Now need to add DNS machine as resolver for bastion in ansible.
ART sync, infrastructure meeting.
In the meantime, gave some feedback on Manu's srcnet dev portal docs, looked into issues Austin raised with large file transfers and fixed bits of the ska-src-storm-webdav repo.
Committed first instace of ska-src-storm-webdav but CI is failing. Need to look at this.
